Good question, not sure if it's true either.
That said, if I were spitballing I would say: to manipulate it's currency (devalue it) covertly. As more pressure is put on them to stop devaluing (or outright manipulation), they could argue that the valuation is partly mkt driven (even though it's also them via covert channels).
