This must be EJ's car, but was FRED driving? Can someone enhance the windshield's reflection and find out? I am saying this because I think the speed limit in this small town was perhaps not - hmm, hmm - entirely respected 
On a more serious note, isn't part of the answer smaller cars in the cities? It seems to me that an efficient 2 cylinder engine be enough for a lot of people. I would buy one if I can save hundreds with $1.15 per Liter gas let alone $2 or $3 per liter down the road...
Obviously, although BMW's tech. is top notch it comes at a price that make such purchase non-economically viable.
