I think it is geographic distance and demographic diversity. When a nation's populace is spread over a wide area physically and when it is diverse in so many ways, then the national government seems remote to most citizens. A protest in one's local town or even in one's state capital seems impotent, useless, against the massive, remotely controlled, forces of the national government and corporate oligarchy.
