1. Pump unlimited money into banks.
2. Lend unlimited money to credit insurers.
3. Forgive all personal credit card debt.
4. Forgive all mortgage debt.

You need to add:

- distribute the stocks to population
- put current CEOs in labor camps
- elect new CEOs from workers of that companies or assign them directly by government.

This would be the communism in first pass

What you have described is the Marx communism but communism has evolved a little differently today.

Communism is when the politically connected gets richer from state bailouts and preferential treatment, while the "commoners" get nominal state support.
