My Father told me a little story when i was a boy REF Russia.

There was a story in our press that Russians where so soft that they where screwing taps to wall 7 then expecting water to flow from them........Ho Ho Ho.

I suspect they probable have "good" reasons for announcing this. Who knows who else is hiking in those regions, thus best to have ears out there.

With people who have ideas as found below I would think they see it as being prudent to act decisively.
