    They are just sticking the mortgage holders (Banks, Fannie & Freddie) with the taxes. Most vacant homes are going to be forclosed on. D.C. will get their money at the closing when the property is sold. Just drives the nail in a little bit harder on the mortgage holder that's all. Legal fees, low offers, real estate agent fees, state taxes. It's pretty wierd that they wouldn't do whatever it takes to keep the people in the home. Remember a vacant house will probably have some damage. And will sell for less than an owner occupied home to begin with.

      Especially if the homeowner decides to do a little "renovation" prior to "giving" the home back...
      Every interest bearing loan is mathematically impossible to pay back.
