      According to the story:

First, Arthur Santa-Maria called Bank of America to ask how to check the balance of his new unemployment benefits debit card. [my bold] The bank charged him 50 cents.
The Government wants everyone to go to plastic and destroy physical currency. This is just another step. Anyone who is issued an unemployment benefits debit card already has had their choice of purchases limited. For instance, will your plumber cash the card? In addition, the Government now has a complete transaction record on anyone using the card. In any case, as the story notes the Finance boys get more of you money with a card rather than cash.

      Cash begone.

Actually, the answer to your rhetorical question about the plumber is yes. Plumbers, even from very small father & son businesses do accept cards.

But, yeah, the story makes my blood boil.
