    this city of 61,000 mostly graying residents with a highway, a two-lane bypass, a university, a prison, a children’s art museum, the Sun Village Hamada sports center, a bright red welcome center, a ski resort and an aquarium featuring three ring-blowing Beluga whales.

    it's an aging population (AND THEY KNOW IT) and the forking geniuses can afford all that

    but are too stupid to build a hospital, specialty: geriatrics?

    Good, high paying medical / technical jobs and some low paying orderly / cafeteria staff jobs.

    Or maybe government is where all the geriatrics are supposed to end up, making decisions like this ...
