    Obama Freezes Pay for Top White House Officials

    In one of his first official acts, the president announced an immediate pay freeze at current levels for senior White House officials. According to the Associated Press, the freeze would apply to about 100 aides earning over $100,000 a year.

    Mark Sherman writing for the Associated Press described this as, "an executive order that limits the ability of former presidents to block the release of sensitive records of their time in the White House...Bush's executive order was issued in November 2001. A federal judge ruled parts of it invalid in 2007. Obama's order revoked it entirely."

    Executive Order -- Ethics Commitments by Executive Branch Personnel (full text)

    Section 1. Ethics Pledge. Every appointee in every executive agency appointed on or after January 20, 2009, shall sign, and upon signing shall be contractually committed to, the following pledge upon becoming an appointee:

    "As a condition, and in consideration, of my employment in the United States Government in a position invested with the public trust, I commit myself to the following obligations, which I understand are binding on me and are enforceable under law:

    "1. Lobbyist Gift Ban. I will not accept gifts from registered lobbyists or lobbying organizations for the duration of my service as an appointee.

    "2. Revolving Door Ban All Appointees Entering Government. I will not for a period of 2 years from the date of my appointment participate in any particular matter involving specific parties that is directly and substantially related to my former employer or former clients, including regulations and contracts.

    "3. Revolving Door Ban Lobbyists Entering Government. If I was a registered lobbyist within the 2 years before the date of my appointment, in addition to abiding by the limitations of paragraph 2, I will not for a period of 2 years after the date of my appointment:

    (a) participate in any particular matter on which I lobbied within the 2 years before the date of my appointment;

    (b) participate in the specific issue area in which that particular matter falls; or

    (c) seek or accept employment with any executive agency that I lobbied within the 2 years before the date of my appointment.

    "4. Revolving Door Ban Appointees Leaving Government. If, upon my departure from the Government, I am covered by the post employment restrictions on communicating with employees of my former executive agency set forth in section 207(c) of title 18, United States Code, I agree that I will abide by those restrictions for a period of 2 years following the end of my appointment.

    "5. Revolving Door Ban Appointees Leaving Government to Lobby. In addition to abiding by the limitations of paragraph 4, I also agree, upon leaving Government service, not to lobby any covered executive branch official or non career Senior Executive Service appointee for the remainder of the Administration.

    "6. Employment Qualification Commitment. I agree that any hiring or other employment decisions I make will be based on the candidate's qualifications, competence, and experience.

    "7. Assent to Enforcement. I acknowledge that the Executive Order entitled 'Ethics Commitments by Executive Branch Personnel,' issued by the President on January 21, 2009, which I have read before signing this document, defines certain of the terms applicable to the foregoing obligations and sets forth the methods for enforcing them. I expressly accept the provisions of that Executive Order as a part of this agreement and as binding on me. I understand that the terms of this pledge are in addition to any statutory or other legal restrictions applicable to me by virtue of Federal Government service."

    I would have like to have seen them cancel the big inauguration all together and just have a quick, tiny event and than everyone gets back to work. Maybe that goes against the part of the job that can be described as Psychologist in Chief of USA, Inc? The pay freeze is a good start - the Congress should take a cue.

    With regards to the question of the Obama honeymoon - it is becoming clearer every day that he is going to have to make multiple obvious and large mistakes before confidence that Democrats and Lefties have him in is shaken.

      next up...New Obama Orders on Transparency, FOIA Requests

      The first memo instructs all agencies and departments to "adopt a presumption in favor" of Freedom of Information Act requests, while the second memo orders the director of the Office of Management and Budget to issue recommendations on making the federal government more transparent.

      "The Government should not keep information confidential merely because public officials might be embarrassed by disclosure, because errors and failures might be revealed, or because of speculative or abstract fears," Obama said in the FOIA memo, adding later that "In responding to requests under the FOIA, executive branch agencies (agencies) should act promptly and in a spirit of cooperation, recognizing that such agencies are servants of the public."

      His memo on government transparency states that the Obama Administration "will work together to ensure the public trust and establish a system of transparency, public participation, and collaboration. Openness will strengthen our democracy and promote efficiency and effectiveness in Government." The order directs the yet-to-be-named chief technology officer to work with the OMB director to develop an "Open Government Directive" in the next four months.

          I looked at it after you posted it, but I also looked at it before.
          So it probably was my browser called Opera, it claims to be the fastet browser, but it seems it uses it's cache a lot and maybe it used the old page even when a new version was available.

            Some of you might find it of interest that on the 3rd, October 2005 I posted to the Supreme Court of the United States a Petition for an Extraordinary Writ and a motion to proceed in forma pauperis Requesting counsel to be appointed to represent me in my contention that The government of the United States is Ultra Vires.

            Questions Presented

            1. The Court please appoint Counsel to represent me in forma pauperis?

            2. The Court please define that an inventor with no money; has the right to representation before a Court of Law within the United States of America?

            3. That where a government department or other agency of the United States infringes United States patents and fails to act with the highest ethical standards towards the inventor; is that government department Ultra Vires?

            4. That the Solicitor General for the government of the United States; is in such circumstances also Ultra Vires?

            5. The Court please create a framework of appropriate rules; to ensure that in future, at all times, government attorneys always act to the highest ethical standards in their dealings with inventors granted United States patents?

            In fact, I was, at the time, so short of funds, I left this matter on the back burner as I could not even afford to obtain the necessary paper and bindings to satisfy the requirements of the Rules of The Supreme Court.

            But today, I do wonder if the Change team have seen the document as it was circulated to the Court,, the Department of Justice, the Office of the Assistant Secretary for Research Development and Acquisition for the American Army in The Pentagon and the Federal Communications Commission.

            And yes, I do intend to proceed when I have the funds available to allow me to continue.
