    The daily mail is barely a credible source given the subject matter.

        Look, I agree the UK govt is far too intrusive with CCTV, ID cards etc. However for once I don't think this is an example of the problem.

        The Daily Mail, whilst a wide circulation paper, loves whipping up hysteria over 'loony left councils' who want to 'eat all our babies' etc. As can be seen by the juxtaposition of ‘Left-wing’ and 'Paedophile'.
        Well done for linking to the actual form though. What I see when I read the form is merely a common framework for assessment of children who may need social care rather than an ad-hoc approach that has been visibly failing (criticised prominently by the Daily Mail) such as the recent 'baby P' case. Since the target is children who may be at risk from their parents, it makes sense that parental approval is not required and that another responsible adult such as teacher or social worker fills it in.

        Frankly there are much more sinister things the govt does or discusses doing that I find more objectionable, than this. Such as, invading Iraq, by which more children were killed than are likely to be saved or harmed by the policy under discussion here.
