You will find the following interesting and useful in the short and long
term positioning of China as global competitors.

Note the forward thinking used by China in securing needed oil supplies.
And they did it in the face of production slides, and OPEC cuts.

• CHINA

• Correlate the fall off in Crude Oil with the environmental policies that Chinese enacted ahead of the Olympic Games. They stopped consuming a tremendous amount of energy and inventories of raw materials began piling up until they had a large surplus of metals and what not.
  

• In the past 2 weeks China has chartered over 65 VLCC crude oil tankers at very low rates and very low POO. They have locked in quite a bit of future production at these rates ahead of refineries in the US ramping up for Heating Oil season.
  REDUCTIONS IN PRODUCTION

• Pemex, Mexico's national oil company announced a 10% slide in output including a dramatic 36% fall from the Cantarell oil field alone.
  

• OPEC announces that it will cut 500,000 barrels per day of production.

It appears that China is thinking ahead while in action mode, while the USA continues working in typical reaction fashion.
