Always a good time to raise equity capital when the equity is highly valued. This is a logical action for Tesla. We won't know if its a logical action for the buyers of the stock until the passage of some time though.

His cars are expensive
Those whom want a EV have them
He taken sales away from his profitable (ish) cars to the Model 3) which he makes a loss
Where is the Semi?
Where is the Sports car?
The Cyber truck is a joke, fashioned from Stainless Steel (I can think of another failed Us car producer) & that means a totally new construction
Massive re tooling costs.
