This is what you get when techno-ignorant law makers try to control technology they don't understand.

I predict the following:

1. It won't be 24 hours after launch until hyper-horny teenagers figure out how to get around this and share it with all their friends.
2. There will eventually be a database breach of the newsagency exposing all the idiots that bought the porn pass. I predict the divorce rate will show a brief spike :P
3. There will be many adults that feel conflicted between breaking the law (by using VPN or proxy or torrent or TOR) to get around this, and going porn-site celebate
4. There will be mental and physical repercussions for adult men who try to go celebate too long (i.e. Catholic priests).

Backfire will be as inevitable as the stupidity of these laws.

Porn needs to be made much harder for kids to access, Just make users register a credit card or NI number that would do the trick.

of course savvy teenagers would still be able to access porn, but we need a better baseline. It should not be possible to click into hardcore porn.

yup, and it should be parents' responsibility to set up barriers, not government/ISPs.
Unless you want to get into the sliding slope of letting bureaucrats control what you can and cannot see.
