Much like what will happen when NSA's xKeyscore will be systemically abused by the government, all that such a system as the one proposed in China will produce, is an even bigger echo-chamber than the already abysmal situation in today's society.

...which is striking, because far-eastern cultures supposedly have a problem with lack of original thought/dissenting views. Crowd control on a massive scale is not going to improve that situation.

Sounds like a Chinese subtitled version of Black Mirror(the new Twilight Zone/Outer Limits):

I think the degree varies between the various far eastern cultures. The MSM portrayal of far eastern culture had been predominantly Japanese, which is actually a very conformist society where every action, down to the way you talk or eat, must be socially acceptable.

But this is not always the case in China where the culture has been altered by 70 years of Communism (which by the way is a Western ideological import), and has grown to be very individualistic, even more so even than some of the more conservative European societies.
