These types of tools should only be used for terrorism and severe criminal activity. Anyone who uses it for political harassment should be sentenced to prison.

This issue first came up with the fall of Qaddafi's regime in Libya a few years back.

While Libya had acquired truly massive stockpiles of obsolete conventional weapons(which provide near endless fuel for it's own civil war much like in former Yugoslavia and Syria), no one seemed to have any concern for the shiny new surveillance tools the Qaddafi regime acquired from western countries.

There are significant export controls placed on conventional weapons sold to countries with poor human rights, yet no one seems to care about doing the same for weapons of mass surveillance.
