This is all pretty funny. Anyone who tinkers with diesel engines knows how easy it is to change ECU variables to boost performance. If course this will cause issues with emissions. This is why you just set it back before an inspection. People have been doing it for years, and if VW doesn't do it automatically a large percentage individual drivers probably will. Removing emissions equipment also significantly boosts mileage in many cases.
Plenty of people replace all the emissions equipment reset the ECU to stock once a year, pass their check, then drive home and remove it all. It takes about a day. Individuals have been doing this for years, and, if there is a performance/mileage advantage they will keep doing it.
I'm just glad my state doesn't have mandatory inspections. All they do is add another layer of bureaucratic nonsense.
