Word I got about a year and change ago from Leitrim folk was that the water was no good to drink, and it was a problem in neighboring counties too. In fact, I just looked, and they have a 'boil water' notice up right now.

Baghcatáil an cháin, not just for the damn sake of not paying for something that had traditionally been covered by taxes anyways, but refusing to pay significantly more on top of taxes for a crap water system that can't even bring water fit for human consumption into your house.

You'll get the anti-austerity groups and the more left folks. They'll protest. If there's one thing the Irish know how to do, it's turn out surprisingly organized protests over incredibly local matters in a way I've not seen another western country even come close to. And messing with water, they'll view it as a human rights violation. And they may be the majority.

But I also think you're getting the non-engaged people pissed off too, because the way they figure it, they've been paying into the water system through general taxes for years, they did a crap job these last few years and a lot of the plants are old and the water's not always drinkable, and now they want to institute fees on top of it all?

The funny thing is, the treatment plants aren't getting updated because of the austerity, so you probably can't separate the two. But I'm sure there's folks who do...

Have any of the criminal ruling class gone to jail, because that's the only way this kind of thing gets stopped. The criminals go to jail, pay restitution and a 7x fine. If that impoverishes their family and/or they die in jail, well stealing is bad for your health and fortune. Accountability is required of stewards. Until the banksters and their politicians and bureaucrats are held accountable the taxpayers will continue to suffer.
