We took another vacation to eastern Canada this summer and enjoyed it even more than last year. Even Americans are nice when they're in Canada. Or possibly, only nice Americans go to Canada. When we returned this year my youngest asked if she could go to college in Canada. I went into parent mode explaining all the blah, blah, blah complications and she said...It's never too late to become Canadian. Maybe it isn't.

If she could be Canadian, then yes, it is probably worth it. She would have access to a great safety net, relatively inexpensive higher education, health care, and if she wanted to have a kid, a pretty good stipend too.
For those who make a decent income, the taxes are quite high. So, she may want to take advantage of the Canadian lifestyle and social support and then move back to the United States if/when she wants to pursue a career where the salary matters. In some industries, there is a definitely a brain drain to the U.S., so she would be acting as the locals do.
Canada and the U.S. are on the same unsustainable path. Canada spends less of their credit on military and more on social support (and infrastructure).
