Some 'fun' weekend reading for you...
1. Project MKUltra (Wikipedia link)- CIA's mind control program in the 50's, 60's and 70's. This is one of the best documented government-projects-you-don't-want-to-believe-actually-happened, which ended up involving up to 149 sub-projects (click link and scroll down the page - ESP/telepathy is #136) spanning 80 institutions in the US and Canada including 44 colleges and universities. "Subproject 119 had the purpose to provide funds for a study to make a critical review of the literature and scientific developments related to the recording, analysis and interpretation of bio-electric signals from the human organism, and activation of the human behaviour by remote means.". The 5 season-long Sci-Fi TV series "Fringe [Science]" (possibly my favorite of all time, better than X-files) features a small group of FBI investigators of which at least one of them was a child involved as the subject of various experiments in the CIA's MKUltra program.
2. The Stargate Project (Wikipedia) - The Stargate Project[1] was the code name for a project established by the U.S. Defense Intelligence Agency to investigate claims of psychic phenomena with potential military and domestic application, such as Remote Viewing, which is the purported ability to psychically "see" events, sites, or information from a great distance [often, through the eyes and senses of another human in a geographical distant location].
3. The Montaulk Project (Wikipedia link) -This one is the mother-load of all conspiracy theories. A post WW2 US military project initially performing research into psychological warfare using 'remote viewing', by combining the ability of military funded spiritual practitioners with scientific equipment to amplify those powers that eventually lead to explore and perform rabbit holes of esoteric experiments much deeper than just Remote Viewing.These allegedly included: physical teleportation, brainwashing super soldiers to act on key words to assassinate enemies (aka. The Manchurian Candidate), and even time travel .... all with the help of ex-Nazi german engineers that were already exploring these areas of research under the SS, as well as (drum roll please)... aliens! Youtube has many videos including 9 supposed individuals claiming they played certain parts in the project - parts of it I find extremely hard to believe mostly because the characters interviewed seem a bit sketchy (even excluding the seemingly repressed homosexual justified methodologies they use for "deprogramming" past victims of the project), though from my years of study on esoteric subjects, I know at least *some* of the feats claimed to be plausible and historically documented by cultures spanning half the globe. At minimum, watch some of the videos for entertainment value. The stories told are better than many sci-fi novels. ;-)
And these are just the black projects we now know about, funded by just a small portion of the $2.3 TRILLIONS of admittedly disappearing government money that Rumsfeld said was unaccounted for by military spending on.... Sept 10th, 2001. Just as human babies are born knowing how to swim, I think many children are born with psychic abilities. They often astral project and wander the house while asleep. They can see or sense auras (notice the "rainbows" that children draw around figures of people). Lack of validation and support including ridicule and disbelief causes most children to unlearn these natural gifts before hitting grade school. Given the widespread historical persecution of so-called witches, I wouldn't be surprised if the genes for psychic abilities have been largely "cleansed" from the human gene pool.
Be kinder than necessary because everyone you meet is fighting some kind of battle.

Still, there seems to be evidence (although I haven't searched for or found adequate research material), but have read about many cases where children born from families where some individuals had some of these abilities at some stage of development have a higher percentage of likelihood to have them activated with much less effort, in some cases, none. The metaphysical explanation which I have no way of proving correct or not, is that it is related to your past karma and esoteric spiritual attainment in previous lives, and once you are reborn, you get reborn into a family that will enable you to continue your evolution more or less from where you left off.
Still, I have known and met people with no abilities, whom after extensive efforts of right practice have begun to develop the initial stages of these abilities - but again, it is not a binary thing and if they stop the practice, they do lose the abilities. It is not until they've advanced to fairly singificant level where the ability becomes more permanent and easy to use - kind of like after you learn to ride a bike, you tend not to forget. Fruther, it is not an always-on thing in the early to mid stages of development. Just like an athlete cannot sprint 100m in record time upon request time after time within a short period of time, the use of these abilities, especially in the early stages of development consume energy to use. Lastly, the "accuracy" of these abilities also varies, and is least objective in the early stages. For example, a clairvoyant in early stages of development may "see" a great number of things, but what he sees is highly likely clouded by various energetic and mental influences, the biggest of which are his mind and subconscious - thus his visions can really lack accuracy, and even more so when predicting future events. The same applies to Remote Viewing, levitation, astral projection etc. In remote viewing the accuracy initially will be quite poor and barely better than a coin flip or guessing. In levitation, one never gets off the ground until very late stages, so it seems like there is no progress at all; however, if one performs it on top of a scale, you can first see fractions of a gram dissapearing, and more as one evolves. In astral projection, the initial stages you have almost no objectivity at all - most of what you see isn't real, much like a dream.
The psychics you see at a the psychic fair, if indeed they are even clairvoyant and not just playing the part, come in all sorts of stages of development, ability and objective accuracy in what they "see". Interestingly, the vast majority of them were either born with these abilities or acquired them at an early stage in their life with no conscious effort to do so. This means that not only do they not understand in detail the ins and outs of their ability, just like an athlete may not understand the biological functions in detail allowing him to excel at running, they in fact do not also understand or have knowledge of how to improve it. Further, if they don't lead the right kind of life-style, their abilities can and do in fact diminish over time. The next time you visit your local psychic ask them to explain to you how they acquired the ability and if they can explain in detail how it works.
From a general public perspective, the overall problem with all this of course is that it makes it so that the Scientific method to prove these things really exist very difficulty, because the methodology of science is to be able to repeat an experiment over and over and over again with the same results each time, and then also have peers do the experiment with the same outcome. Unless the subject of the experiment is pretty much at an adept-level and can perform at will with the same efficiency each time, the conclusion of the experiment is that the results aren't repeatable, and thus it is not a real thing that can be proven. Further, in some cases the scientific community lacks the necessary tools to prove XYZ ability. For instance how can a Scientist have any idea that somebody can travel the astral planes or talk to the dead when he has no tools of observation and measurement for this?
What is interesting about this article and the secret military projects I listed above is that we are beginning to see little pockets of the very early stages of scientific electronics advancement attempting to amplify these latent, almost unrecognizable abilities in humans and interact with the previously untouchable.Last edited by Adeptus; August 30, 2014, 02:11 PM.Warning: Network Engineer talking economics!

Here's another "Neurotech" start-up claiming it can record dreams, play them back, and also the article talks about the ability to erase memories in the brain and put them back... all of a sudden, some of those "conspiracy theory" secret military projects start sounding a lot more plausible (and scary).

US startup MMT has become the first to commercialise the storing of memories.

Imagine being able to record your intimate thoughts on your wedding day, or as your first child is being born. Or the dreams you can't quite remember when you wake up.
And then, years later, play them back in vivid, crystal clear detail.
It may sound like science fiction, but one man is today pioneering the development of a technology to capture your thoughts and dreams and offering the service to anyone with enough money.
Meet the Mind Reader
The recording and storing of thoughts, dreams and memories for future playback - either on a screen or through reliving them in the mind itself - is now being offered as a service by a US-based neurotechnology startup.
Millenium Magnetic Technologies (MMT) is the first company to commercialise the recording of resting state magnetic resonance imaging (MRI) scans, offering clients real-time stream of consciousness and dream recording.
Dr. Donald Marks, founder and chief science officer of MMT, claims that his patented Cognitive Engram technology can record detailed brain patterns and correlate them to thoughts and emotions for future interpretation.
"Some people call it 'thought identification' but it is essentially mind reading. It is the process of recognising activation patterns in the brain and identifying what thoughts are associated with them," Marks tells IBTimes UK.

The service is currently aimed at people wanting to preserve memories that they are worried might fade or disappear, however in the future Marks hopes that MRI scanning technology will be advanced enough to record thoughts as they are occurring, such as at significant life events like weddings, births or sporting events.
Recording thoughts
The possibilities of neurotechnology first caught Marks' attention in 2003 when he read a paper that demonstrated how brain activity patterns when looking at different images could be distinguished between each other.

"The paper said that if you showed somebody an image of a face, a chair or a house while they were in an MRI, you would see different patterns," Marks says. "So I thought it would be possible to see different activation patterns if you looked at different faces.
"I ran some experiments and there it was: The data clearly showed different activation patterns when you looked at different faces."
Subsequent research found that through resting state MRI - which scans the brain without using a stimulus like a picture of a face - thoughts could be reconstructed from the data gathered.
Those currently inquiring about MMT's technology include academic institutions, individuals and law firms interested in the recordings for lie detection purposes. Other potential applications include neuromarketing - a field which studies consumers' cognitive response to stimuli in order to test the effectiveness of advertising campaigns.
Reconstructing recordings
While the technology is there to record thoughts, the ability to play them back is still very limited.
Marks gives the example of someone thinking about a face. Currently, if someone thinks of a face while having their thoughts recorded, the image that is played back is "fuzzy", however Marks believes that over the next few years playback will improve much like the advancement of television.
"The visual reconstruction is kind of crude right now but the data is definitely there and it will get better. It's just a matter of refinement," Marks says. "That information is stored - once you've recorded that information it's there forever. In the future we'll be able to reconstruct the data we have now much better."

Services for having your thoughts preserved forever, which includes the rental costs of the MRI machine, start at around $2,000 (£1,200). This is a small price to pay, Marks argues, when you consider the inadequacies of current methods to record important events, such as video and audio recording and writing.
All of these methods "are simply not the same thing as recalling the event as if it was happening", Marks says.
MMT is also hoping that playback technology will advance to such an extent that it will be possible for someone to revisit memories whenever they want through a series of impulses sent to the brain that would reactivate the original neural processes.
Messing with the mind
Research into neurotech goes well beyond simply recording and storing thoughts and dreams. A technique that is reminiscent of the 2004 movie Eternal Sunshine of the Spotless Mind has already been developed that can erase memories from a brain.
Earlier this year, researchers at the University of California demonstrated their ability to erase a memory in rats and then subsequently reactivate it - profoundly altering the animals' reaction to past events.
"We can form a memory, erase that memory and we can reactivate it, at will, by applying a stimulus that selectively strengthens or weakens synaptic connections," said Roberto Malinow, lead author of the study.
A more recent paper published in Nature this week describes how the brains of mice can be manipulated to remember unhappy experiences in a positive way by identifying the part of the brain that the memory is associated with and linking it with a positive feeling.
Marks claims that the Defence Advanced Research Projects Agency (DARPA) in the US is already working on such techniques to be used on military personnel and veterans suffering from combat injuries such as post traumatic stress disorder.
"We're not even near that right now," he says, "but we are part of the way because we can record the memory. Neurotechnology's hay day is on its way."
