the average annual bill per person on Part B supplemental care in my region is around $7,000. What do I pay? Under $1,500 a year.

People pay $1,500 for services worth $7,000. Is this program likely to grow?
If by some magic the real estate bubble does not experience huge price declines, how much of the fictitious value could be "moved" to the geriatrics industry by boomers selling their houses to pay for medical care, and by government incentives to build geriatrics facilities?

Without knowing the details of what you posted with regard to the composition of $7,000, it probably represents what the providers would like to collect in their wildest dreams and is the amount submitted to Medicare. Medicare then disallows a whole lot of most of those dream fees, perhaps as much as 50% or even more.
