When did Bail-In protocol become enabled in the UK? Perhaps the wording change and letter is because of the new Bail-in regime.
I had a quick look around, the Canadian Deposit Insurance Corp (CDIC) doesn't mention guarantee either. However they also don't mention "claim". They state the return of the cash is automatic and they give examples that show a 1:1 return of funds up to the $100,000 limit.
At least on this side of the pond they seem to be making and honest statement (despite the silly youtube video with a woman with a "WTF" accent. Canadian? Irish?, a bit of Swedish? Is that what we sound like to you guys? She doesn't sound like anybody I know :P )
In any case, some examples of how a claim would break down by the FSCS would help remove a few tinfoil hats. The whole point of the insurance is to make people feel safe. Adding obscuring language is counter productive, unless they have something to hide.
Or this could be just you brits being pretentious and refusing to dumb it down like they do over here for your bumpkin cousins. XD
