Would lower gravity mean lighter mortgage rates or would they all float?

Actually, the Galactic Culture is ancient, and has seen zillions of fiat currencies come and go. All that came, went soon thereafter. It took a long time, but eventually enough species grew sane enough that the creation of fiat currencies for use between planets was made a capital offense. Species can still destroy their own planet's economy, but fiat and other financial fraud between planets is outlawed with very severe punishments. So a no down payment ultra-low rate mortgage would be 'morte.'
