I'd rather see it broken down by job description. If you're buying fuel futures for Boeing it doesn't mean you're building an airplane. If you're selling bonds for Caterpillar you're not building bulldozers.

I'm not saying New Yorkers don't work. And yes there is still some manufacturing going on in the city, Steinway pianos used to be there as well as Henry rifles.

Still, the data you posted only tells what the employer is doing overall, not what the NYC employees are actually doing in the city. My question still remains what business is actually accomplished by the people who actually live there. Is the city really good for business, or is it good for the upper management and FIRE portions of businesses.

There are approximately 5,000 captives in the world, with Bermuda the largest domicile. Over 40% of Fortune 500 companies have a captive.

Actually, I think we're agreeing in a rather contentious manner.
Because I don't think much "business" gets done in Bermuda in spite of it's tax haven status.
Hold on there, Loren. You're mixing apples and oranges. The site you reference from Comerica is related to a service they offer (i.e., setting up captive insurance companies), and has nothing to do with where Fortune 500 operating entities conduct their business. Captive insurance companies are off-shored for two reasons: 1. To lower their underwriting costs, and 2. To substantially reduce liability (risk exposure). However, there are several states in the U.S. who also offer similar safe havens for captive insurance companies (Vermont being the largest and is #3 in the world).

So, Comerica's statement that "Over 40% of Fortune 500 companies have a captive" simply means that approx. 200 (40% x 500 = 200) of the Fortune 500 companies have a captive insurance company that provides coverage for its U.S. parent company against certain risks, such as product liability, property & casualty, workers compensation, and so on. The remaining 300 of the Fortune 500 simply purchase insurance from an existing carrier (foreign or domestic).

The point is that Fortune 500 companies, by definition, must be domiciled in the United States. Whether or not they have decided to form an offshore captive insurance company is irrelevant and says nothing about where they conduct their actual corporate business (which for the Fortune 500, must be in the USA).

Typically fewer choices, but also because people tend to be more loyal to a location than to an employer. It's also a demographic thing. The large urban environment is not terribly attractive to those in the childbearing years. That's the age group most likely to want to settle down and stay put and lower population density areas appeal to many folks with kids.

A long commute is a huge pay cut, you lose time and you spend money to do it. If you can't get home for lunch your commute is painful if you can't get home to see your kids before bed time your commute is ruining your family life.

If my employer is willing to support my job in a community that I find attractive it certainly helps to keep me around.

How many large corporations have you worked for? Yes, they are irrational, no they're not stupid, but I don't see a lot of genius in upper management either. For example the former CEO of the corporation I used to work for took the company from $2B in revenue to $2B in revenue over 10 years with virtually unchanged profit margins and profitability. WOW! What a genius!!!

Politics, connections and the whim of the CEO drive HQ locations. In crony capitalism influence and connections trump taxes.

On the other hand, small businesses thrive in the locations that the large corporations overlook.
Your experiences confirm my observations. Running a startup is a lot different than running an established corporation. Often the truly brilliant are shunted aside by the parasite politically gifted CEO types once off the ground. Many corporations are such huge monoliths, they can go on for decades before falling apart from neglect. Not all are like this of course. Most probably aren't. I just know some of the Bozos I deal with from time to time who are in upper management couldn't run a Banana Stand if it were not already set up for them.

I wonder if differences between states would reflect much difference when incorporating the individual states as countries globally?

There is a noticeable difference in bureaucracy between myself and my US based peer group(based on their experiences) that I'm glad I don't have to deal with.
If might be more useful if they had two lists. One for Big Business and one for small. Because the right environment for one doesn't always work for the other. I live in one of the more prosperous counties in the US. Not a lot of fortune 500 companies here, but while a lot of residents work for large corporations closer in to the city, what sets our area apart is how many successful small businesses are located here. Just a huge number of small time entrepreneurs doing well for themselves. Low taxes, low crime, low corruption, low government interference. All factors that encourage small business more than big.

Depends on the industry. If you are in banking, or shipping, its different than if you are producing food. But all things equal, business will go where taxes, crime, bureaucracy are not as bad. Just look at Texas. Look at the population trends. People are not just moving south for the weather. I've met more than one contractor from NYC who moved here just to get away from the shakedowns. Big business, that's different. They have their teams of lobbyists and lawyers to protect them. Here in Georgia, its seems as if everyone is from somewhere else these days. So why is that? They just like high humidity, allergies, and greasy food?

Very true. Cities do not excel at producing food except fish. Rural areas do.

As I sit in my office in New England, the neighbor to my left is from New York, guy to my right is from Virginia, and the people across the street are from Tianjin. Only the family kitty corner across are original townies. Everyone is from somewhere. Have you been to New York? Do you think people aren't moving there from all over the world? So why is that? They just like high taxes, high rent, and Mayor Bloomberg?

But all things equal, business will go where taxes, crime, bureaucracy are not as bad.

All things being equal, maybe. But all things are never equal. I never said taxes don't matter. I said they're a small part of a larger decision. The same goes for when people buy housing. And expensive housing is really why people move if anything. But crime is not bad up here. Hang out in Boston for the day. It's fine. Go to Manhattan. If anything, you'll feel too safe. Bloomberg has turned it into a police state.

Just look at Texas. Look at the population trends. People are not just moving south for the weather.
Now we're talking people and not businesses. But should we be surprised that small, densely populated states are not growing as fast as empty big ones with lots of room to spread out? Texas grew by 4 million people or so between 2000 and 2010. They mostly move to Texas for cheap housing and low wage work and come from Mexico. Some go for the oil boom. But the only folks I know that moved down to Texas who were native northeasterners either went to drill, to Austin or had what they considered to be the bad luck to land an academic job in College Station. And they all got the hell out quick, except for the few that tried to hack it in Austin and couldn't.

North Carolina has the dirt cheap housing of Texas and the cultural shift to NC from up here doesn't feel quite as jarring. Even better from a Yankee's perspective, you can always go west for cheap housing and stay north, or go northeast and find a cheap spot in Maine. I think that's what a lot of old Yankees do when they can't hack the housing prices.
Hell, if Canada would let us in easier, the eastern townships of Quebec have some beautiful little towns with dirt cheap housing. Yankees would start moving up there.

Weather sucks here too. If it's not a hurricane it's a nor'easter. It's 80-90 and humid as hell for 4 months, 20-30 cold and snowy with a cutting wind off the Atlantic for 4 months, and it rains all spring. Really the only time it's nice are the six weeks we're wrapping up now.

And yet we have the second highest startup rate and the second highest VC saturation in the country. If you think innovation and small business are so reliant on the low taxes, then how do you explain Boston and San Francisco/San José? These are the cities where all of the growth tech / software / materials / biotech / biopharama companies are popping up, and have been for 20 years now.

I've said it before. I'll say it again. Taxes count. They matter. But they're not the only factor that matters. They're not even a primary factor. They're just a small piece of a large equation. And rating states as "Best for Business" based on tax rates alone is stupid. It's meant to drive an ideological/political point and has no real bearing on what's actually good for business. I stand by this assessment.

Some companies have to have locations where the desirable employees want to live. 3 or 4 of those 10 "worst" states are known for large tech regions. Only one of the 10 "best" is. Of course tech companies can have headquarters elsewhere.

                          and another thing that matters?

the desirability of the area from the employee POV - with things like quality of life/environment, access to recreation oportunities, functional transportation systems, with ability to efficiently utilize PUBLIC transport options as well as alternatives (read: bicycle FRIENDLY and WALKABILITY factors; ie: can ya walk to a bus/rail stop and get to where ya need to go in a reasonable time and/or can ya take a bus/train to the AIRPORT and is it serviced by price-driven/competitive carriers???)

and things like ELECTRIC RATES, land/building costs, wage rates etc.

all of which are contributing factors to biz relocating chunks of, if not entire operations OUT of the older industrial states (and mostly blue states) to where they are WELCOMED by the local .govs

Interesting article showing population gains and losses by regions.

I feel a push will be made for higher legal immigration from other parts of the world than Mexico and Central America. another 1 million a year from Asia mainly, but also Africa, Eastern Europe, and the Mideast. With technology and the onshoring expected, we could see many of these new citizens go to the South and Midwest.

                              Re: Best States For Business

First of all, I agree a simplistic "best for business" rating is stupid. And its not all about taxes either. All I know is when my neighbor from upstate NY tells me about the property taxes I shudder. So many towns are left with only the wealthy or the poor, or those elderly diehards like his parents who are sticking it out because that's where they have been for so long. Not exactly conducive to attracting some types of business when there is no one left to work there for less than six figures. Look at the kind of industry left in the NE. Banking being a huge one. Those don't employ huge numbers of blue collar or lesser educated folks. Sure there are always support businesses that serve the better off, but taxes and other policies have driven out large numbers from that region despite your wish to say it ain't so. The majority of "startups" are not corporate tech, financial, and consulting firms like are reported in the Wall Street Journal. They are plumbers, mom and pop restaurants, hardware stores, house cleaners, Painters, specialty manufacturiing, etc. These companies will possibly never report to Dunn and Bradstreet so will never "count" in job creation but they are HUGE in terms of employing middle and lower class Americans and providing decent paying jobs in areas these people can still afford to live in.

No one is saying that the NE is washed up and in decay like Detroit. Only that the high taxes that well meaning Socialists there want to use to "help" people actually end up driving up the cost of living and driving out the very people they supposedly mean to help. What you end up with is an elitist society of the well heeled vs the rest of the poor slobs who choose to stick around. Not everyone is well educated and able to work in Wall Street or some high tech software company. Hell not everyone wants to do that even if they could. A lot of people would rather tap dance over glass than do a job like that. As a country we need to recognize this instead of maintaining the fantasy that if we just spend enough money on education and turn everyone into a little minion this Ponzi scheme will all work out in the end.

Its not just about land. You can have land but you have to have water. A lot of these states don't have enough of that to support growth in some vast tracts of land. Or other infrastructure. And contrary to popular belief, they are not out of land in huge parts of the North East. A lot of it is still very rural. Quite a lot. Sure there is a much higher cost of housing in the North East. Ever wonder why? Its not just about availability of land. Its also sky high property taxes, government interference with development, lots of things. Everyone has their hand out for a cut. Unions, local government. High taxes get passed on to the end consumer. So tax the carpenter who builds your homes and guess what, YOU pay that when you buy a home. I understand a lot of that is on purpose. The current residents don't want a large housing tract going up in their backyard. So they put in zoning and other barriers to cheaper homes. That's the elitist thing coming in again. The, " I'm on the boat, pull up the gang plank" mentality. Some banker making $500,000 year doesn't mind paying high taxes as long as he doesn't have to rub elbows with the plebes. I saw the same thing in San Diego. They all but restricted new home construction. So a home that would be $200,000 tops here was selling for $1,000,000. And then $500,000, and then $1,000,000 etc. Depending on the economy.

No taxes are not everything, but they are something. There is a reason they are making cars in South Carolina, Tennessee, and Georgia and not New York. Texas tax incentives are a primary reason they have done much better during the recession than most of the country. Taxes are necessary. There is the level of taxes required to run a municipality, and then there is the excess waste, nepotism, and corruption that typifies almost ALL major cities( and many smaller ones) in the US, regardless of where they are located. Keep feeding the monster and you are going to continue to see exactly what we have seen in the US. A system where you are either with the "in crowd" elitist or you are left out in the cold. I group many large corporations with the in crowd as the distinction between them and corrupt government is becoming insignificant due to their ability to lobby for special consideration.
