Not being a mind reader, I do need to ask you what you think it is.
I am actually astonished at anyone in any country talking about 'hard currency', but in this case, I haven't the faintest idea what the report means, other than the Prime Minister of Hungary doesn't seem to want people borrowing from other nations rather than their own any more. To me, 'hard currency' is metal, but I am aware that I have odd ways of looking at things.
However, it does appear that one country is at least stepping on the toes of a few banks...rare behavior these days, and the Prime Minister appears to want to help people in real trouble on their original mortgages, as opposed to those who refinanced int a plush lifestyle. But it could all be just for show...when is their next political season? -

I was thinking more like "Gosh-bank" in the USSR, you know sort of make it up to suit themselves.........bit like the FED.

Well, at least that would describe the Prime Minister...he certainly seems to be just doing whatever he fancies, for the moment he fancies it. Maybe he just dislikes banks...I know I do!
