    I dunno.

How different can black backpack strapping material and construction BE? My inclination is to down-weight this one unless something considerably more solid comes in.

Is that because this happened in Virginia?

Fascinating story, gives an idea of what the police are up against.

In Virginia’s Fairfax County, Robbing Banks for the CIA

      . . .

“If I tell you, you’re not going to believe me,” Torres said. He was crying as he told them an incredible story about being recruited by the Defense Intelligence Agency to participate in a secret operation testing the security of Washington-area banks. He said he’d been assigned to rob a half-dozen banks over four days. And he told them about Theo, the man who hired him and gave all the orders—even though Torres had never met him.

Angry, his interrogators accused him of making up a ridiculous story. Still, Torres persuaded them to look at the text and e-mail messages on his cell phone; he also gave them the password to his Facebook (FB) account and urged them to retrieve a copy of the Defense Intelligence Agency immunity letter from his glove compartment. The police locked up Torres on a charge of attempted robbery and examined the evidence. By the end of the night, they weren’t sure what was going on, but they suspected Torres might be telling the truth
At least some "tangible" evidence is emerging regarding the activities of intel agencies. Perhaps this narrative will start to garner more attention when evaluating future events. However, even Torres isn't aware of [or is lying regarding] the purpose of his work, as "Testing security" is cover. These guys are really in the social destablization business, as the public is typically too meek and mild to carry-out many of the heinous acts we see plastered across all media outlets of present day.

If this is a true account, it is a good example of how the local police are doing what people want and expect, but the federal government is doing all kinds of things secretly that Americans do not want. This would include lying to foment war, torturing prisoners,
illegal wire taps, etc. I don't think Americans really want the Patriot Act. But we got it.

Because third parties can't get a credibility foothold, it's hard to organize meaningful resistance to this stuff.

Torres was deluded into doing what he did by a mentally ill person who was quite skillfully impersonating a CIA operative, amongst other things.

In general, the Modus operandi of intelligence agencies is to manufacture events through patsy-operatives such that the real perpetrators cannot be revealed and accurate motives assessed - this is but one instrument utilized to manage the one-dimensional man's worldview and therefore guide society at large. Their reach includes local law enforcement and media journalists, hence, post-event narratives can be manufactured in order to maintain cover. In this instance, it seems that the Torres-intel operative narrative was released only to discredit it. That's nice vectoring, as it contains a narrative previously unaddressed. But it also reveals that they are having an issue with people not biting-on authorized stories, whether their source is mainstream, alternative, or conspiracy media. Hence, the need to discredit narratives of the type.

One new security measure for the 12 kilometer race, which starts downtown and crosses The City to end at Ocean Beach, is a ban on backpacks, large bags and any type of container or carrier exceeding 8½-by-11-by-4 inches.

More of the current trend to punish everyone for infractions by a tiny %. With the added benefit of bolstering central authority. More bans means more cops, more govt jobs, more tax dollars required, more workers who owe their allegiance to the govt.

What an industry Police work is......the Boston cops drop the ball and don't properly secure the Boston Marathon Finish line - now the public pays with giving up the ability to carry backpacks and more Police work for the cops. Who said the Terrorists didn't win.

Compare - this to the Anarchist bombing of JPMorgan in the early part of the century - did they ban push carts.

The simple solution is for everyone to bring their backpacks as planned - we're getting to the point where unless civil disobedience is practiced en masse, our country (the open and free society and envy of all the world) will continue to transform into nothing more than a giant cattle car - and we can blame only ourselves.

While I haven't confirmed this, I've been told that public school kids in Houston now have to use clear plastic backpacks.
