Yes, we should blame the voters for the politicians they elect. It's straightforward accountability--voters should be held accountable for their actions. They are reaping what they have sown. We have such lax standards in voting that such a thing is inevitable. Everyone specializes to an extent in a few fields, and that also means that everyone is ignorant to a significant extent in many fields. Unfortunately, we allow people to vote who do not understand anything about our political system, our form of government, our founding documents, and even the politicians they vote for.
Term limits do nothing to stop people from blindly voting all D or all R, or to elect people who blatantly advocate Unconstitutional proposals, or from choosing the lesser of two evils, or etc. The cost of a republic is eternal vigilance by an informed and engaged citizenry, and we are rapidly coming short on our dues. We will not be able to keep the republic if voters are too ignorant to hold politicians accountable for their actions.
