1) That's standard PR practice. Having different levels of media distribution for stories of varying importance is SOP.
2) FEMA. FEMA folks need to be briefed daily on impending weather incidents. Even isolated ones.

Everything I was taught as a child in school about all the terrible things the Soviet gov't did to its citizens... we're now doing here. The American frog has been brought to a boil nice and slow...
