I get a refi offer in the mail from Citi at least every two weeks which goes straight to the trash. This afternoon I got one delivered by Fed-Ex no less offering to refinance through HARP, with no appraisal and no closing costs. This has also gone into the trash as I only <4 yrs remaining on my present 15 yr mortgage (and perfect payment record); but is this another sign of the "ka-" phase, or just their desperation? I'm more inclined to jump on their offer by going max short on C.
