For my friends overseas please allow me to expain. Back in the 1980's unemployment figs were hot polical weapons. Mass unemployment was daliy news feature, so the then goverment (Thacher) decied that it might be an idea to "ship" the long term unemployed to a differant regsiter.
Being "On the sick" was a handy way of dropping the dole Q numbers, it paid more as well & opened many new possable scam such as "Mobilty" (Free NEW cars!) etc.
It was a form of cooking the books, however we reached the end of the line. The debt can't be rolled over & Northsea oil/gas production is falling off big time. The Golden goose is turning purple, it simply can't lay any more "Get out of jail/free money eggs).
As the production falls, Blighty has to import more oil (hence the Libya operation)..in the meantime just look at how the neo-libs attempt to juggle the books and make 30,000 jobs appear out of thin air!
