Please allow me to explain "Mobility"......its a government funded charity...for Scumbags!
What happens is something like this:- Great aunty Maggie has an ingrowing toenail, thus members of her family...or "close" friends are given MY MONEY! to lease hire a car !!!!
It is not unknown for said scumbags to chip in a bit of their own (drug) money ...& they suddenly have BMW/Merc etc.
