There is a lot of research going on worldwide about this plant as a source of biofuel. It grows like a weed and produces a lot of oil.

If you mean why is a major oil producer trying to produce biofuel...

Their exports, and hence revenue, are shrinking rapidly.

Doesn't Iran also want in refinery capacity as well? They are swimming in oil but lack fuel, am I right?

They will get theirs soon. I think China will build one within 5 years.

China will want Iran as a proxy to dominant the gulf. This way they won't need to have a military presence there in the future. It is China's interest that Iran succeeds.

Iran is doing very well, all thanks for America's QE, driving up oil prices and helping to overthrow Israeli allies such as Tunisia, Egypt and soon Bahrain.
