So far as I can tell - between Google translate and the term Mitsva - it is some type of Jewish saying.

Specifically that Jews must screw Gentiles by charging interest which they cannot do to a Jew.

Any Jewish people out there should probably confirm.

So, the text is nonsense and some sort of anti Jewish screed. That's no surprise. Aren't all anti Jewish rants utter nonsense?
