I think it is quite impossible, given the incredibly low cost of living in India (even cheaper than China), unless the author is comparing the rate Maureen Quigley-Hogan charges as a freelance contractor versus what Indian call center company charge.

According to the article Maureen Quigley-Hogan is in Virginia, not Nebraska.

I just got back from my annual visit to Yellowstone National Park. Yellowstone is a destination for many tourists from around the world. When we're in the areas where the tourists congregate, we always take notice of the visitors from different countries. The trend has been clear and dramatic in the last few years. It used to be the most visitors were from Japan and Germany, but this year the most were clearly from India, with a dramatic increase from China. They may not be telemarketers, but there's clearly been an increase in disposable income in some sector of the Indian and Chinese populations.
