I doubt there would be any increase in use, which is why "the weed" will not be legalized. To profit from it, an artificial scarcity must be created. Policies for addictive substances are profit dependent.

Take sugar, for instance. Such a large percentage of the population can be addicted to sugar, that it does not make sense (from a profit motive) to make it scarce. The demand for sugar is so great that maximum profits are made from scale.
