It seems to me that the ability to tax is required to maintain confidence in the government's ability to repay debt. The government's only ability to repay its creditors is by pledging the current and future fruits of labor from its subjects/citizens.

Regardless, the government apparently feels already that there is no need to listen and heed its citizens. I certainly pay taxes now and don't feel as if I have any representation. If they stopped taxing me at least I'd have more gold and we could stop the pretense that they are working for me rather than against me.
If you want a working model of my thesis have a look at any number of states around the world that do not tax their citizens. You could start with the emirates and kingdoms in the Persian Gulf. See much representative government? Think these kleptocrats could get away with taxing their citizens without giving them any say in how that money gets spent? Think they even want to get into that debate with them?

The USA seems to be regressing to that same condition...concentration of authority in the Executive Branch, Homeland security, outright theft from the taxpayers to bail out the elites that brought the economy down, the list goes on. "W" in particular, after having been "elected" by the US Supreme Court, seems to have been truly inspired by the set up that his good friend Saudi King Abdullah enjoys...in particular the part about listening to a divine authority. Voter? What's a voter??

Doesn't seem like a tax to me...just a "user pay fee"...
