The way I see it, this is the nation state equivalent of downsizing the family toys due to a slowing economy.

Time to sell or retire the jet ski, the dirt bike, and the 4th spare car because of their negative impact on the family cash flow and balance sheet.

I truly think it's a lack of MONEY issue than an improvement in relationships/security.

I wonder if this will have an impact on Uranium pricing going forward?

Didn't the demilling of nuclear weapons surpress U prices for years?

      No joke.

Now we can destroy the planet 50 times over instead of 54 times. Woohoo!

I believe that was the case, yes. It's just recycling in a hi-tech way though. One of the best things to recycle in history, in fact.

Any progress towards a lower nuclear arsenal is good, I think. So long as our boomers have nukes, I don't think we need too many more.

which part of this reduction is due to the fact that this nuclear arsenal has significant economic value as fuel for fission reactors? (and would have been recycled as such regardless of any treaty)
engineer with little (or even no) economic insight

            not a done deal...

As Obama Hails Arms Pact, Applause in Kremlin Is Faint

Mr. Lavrov called the agreement “real progress” in the relationship between Russia and the United States, but added that Russia could pull out if it concluded that the American missile defense plans had compromised its nuclear deterrent. Indeed, unease over missile defense was seeping into commentary even as officials hailed a mutual success.

“We are on the edge of signing a treaty, so why make noise?” Mr. Margelov said. “I mean, speaking in colloquial language, let us drink Champagne when we accomplish the task.”
