You've got to keep in mind Russia's terrible experiences with dumped Chinese goods.
Even now many people here distrust anything made in China due to numberous cases of poor quality, mis-labelling, or even outright criminal neglect. These experiences are starting to show up in other countries now also: witness the pet food recall in the US and the glycerol scandal in central America.
I do understand that Russia is trying hard to discourage China's (and others) mercantilism by imposing draconian import taxes and regulations; the jury is still out on whether internal production will be able to take advantage. -

Once Russia starts exporting oil 365-days per year instead of having winter disruptions, then Russia truly has a Reserve Currency. That's going to happen this year. If you're Russian, you're a dual citizen from some little country.
