The shares were de-listed from the NYSE the day after it went into voluntary bankrupcy on June 1 last year.

You'll have to wait until the "taxpayers" have had enough and decide to create a liquidity event for themselves with an IPO...:p

I bet that if you called the Treasury Department or the UAW, they'd be more than happy to sell you all the shares you'd like at the 2003 price.
