I wish it would make a difference, but moving your money to a small bank won't really help. The small bank will take your deposits and either:
1) make a marginal loan to a borderline credit that can't get a loan anywhere else (the losses on which could eventually kill the small bank);
2) buy Treasury securities, which fund deficit spending that ultimately ends up being deposited in the big banks; or, if all else fails,
3) deposit it with the Federal Reserve, from which Goldman can just borrow directly at 0.25%.
One can work toward change in the system by exiting the dollar system altogether. Take your money, buy land or physical assets, and refuse to sell the products of your labor in exchange for dollars. If "Atlas Shrugs", the system may change.
Depending on your personal situation or skills, of course, that may be impossible - most people are still so dependent on the system that near-term exit is impossible.
