This will be rather convenient for them, but may not have as big an impact as you might think. A good chunk of the products that require these metals are already made in China anyhow; this will just mean a bit less competition for their manufactured goods.
In any case, there are rare earth deposits elsewhere; it's just that the mines have been idle for a while. No doubt that will change.
