since the states and local are broke too, and don't have a printing press, they cant hire, in fact I think you will see net layoffs any month now, unless the states are just a channel for federal money.
City of chicago is furloughing workers (they won't show up as unemployed), state of illinois is firing workers, local school district is laying off some teachers.Comment

Cali is draining the counties and cities. No layoffs of state workers. Plenty of locals laid off or furloughed.Comment
