Despite my fondness for conspiracy theories, I do not read much sinister motivation into this Tennessee letter. It seems to be telling banks that if they have to close a branch because of the flu, go ahead. No special permission is required ahead of time. That only seems sensible to me. I would hope that more or less all businesses, outside of some in particularly critical roles, have the right to decide whether to open their doors or not without first getting permission from some government agency.
