Am I wrong to see this as a game of chicken? State monopoly consumer in this car, Capitalist monopoly producer in that one, and who drives off the road first?

High stakes playing for sure, I don't doubt the bribes for inside information for a minute, nor that the Chinese Security folks were doing their own "due diligence" either. But only one side can put you in jail!
