GOV data from 15 of June. China,Japan,Oil Exporters Russia(more than 1/2) reduced it's holdings but for example Brasil have even more that year ago.

I don't know how to read this chart, but aren't new numbers from 2009 on the left side? Which makes Brazil one of the countries reducing their holdings.
