    The EPA already has authority under the CAA to levy fees, such as for Title V Operating Permits. If they wanted to, they could find a way to charge farmers for their cow farts. But, such a fee/tax doesn't not now exist.

    The ANPR is the first step in the process. Did the Farm Bureau jump the gun? Yes. The "tax" is not imminent. However, this is how the process of taxing cows for their methane generation would start. The Farm Bureau is trying to make sure the camel's nose doesn't get under the tent. Are you cheering for the camel?

      They should have patented those roos in the US patent office before all this got started, probably too late now.
