who is "they"?

In the US they are pretending the banks are profitable and doing everything they can to make sure the banks show an accounting profit. Not sure they did this in Japan.

They're still talking about creating a "bad bank" completely on the backs of U.S. citizens, taxpayers and anyone that holds dollar assets in order to eat up all of those nasty loans that the good, capitalist banks don't want to hold anymore.
