That's a load of crap.
It was all intended. And we also know the bill was written well before 9/11. The rats in Congress or whomever is pulling their strings were just waiting for the perfect time to shove it down our throats. After 9/11, most allegedly real people were practically begging for the thing to be passed and the throat shoving was not needed.
