Give it time people... they're really seeking to plant the seeds for the next bubble.

Create a commodity out of thin air (no pun intended), and promote it's monetization. I can see it now, companies seeking to lever their carbon receivables (tranches after tranches), margin on carbon trading, derivatives... cough cough reset button...cough.

Not to mention a tool for control. Let's see who is the first to try to corner the carbon market.

Let's see, Chicago, Obumma's hometown. Chicago Mercantile Exchange trades in commodities and derivatives. Could it be even possible that Chicago may muscle out a failed Wall Street and become the financial capital of the US? No, that would be a wild, ridiculous and absurd conspiracy theory.............
