    $10 an hour with 2 kids? IRS pounces

    Rachel Porcaro knows she's hardly rich. When you're a single mom making 10 bucks an hour, you don't need government experts to tell you how broke you are.

    But that's what happened. The government not only told Porcaro she was poor. They said she was too poor to make it in Seattle.

    It all started a year ago, when Porcaro, a 32-year-old mom with two boys, was summoned to the Seattle office of the Internal Revenue Service (IRS). She had been flagged for an audit.

    She couldn't believe it. She made $18,992 the previous year cutting hair at Supercuts. A few hundred of that she spent to have her taxes prepared by H&R Block.

    "I asked the IRS lady straight upfront — 'I don't have anything, why are you auditing me?' " Porcaro recalled. "I said, 'Why me, when I don't own a home, a business, a car?' "

    The answer stunned both Porcaro and the private tax specialist her dad had gotten to help her.

    "They showed us a spreadsheet of incomes in the Seattle area," says Dante Driver, an accountant at Seattle's G.A. Michael and Co. "The auditor said, 'You made eighteen thousand, and our data show a family of three needs at least thirty-six thousand to get by in Seattle."

    "They thought she must have unreported income. That she was hiding something. Basically they were auditing her for not making enough money."

    Seriously? An estimated 60,000 people in Seattle live below the poverty line — meaning they make $11,000 or less for an individual or $22,000 for a family of four. Does the IRS red-flag them for scrutiny, simply because they're poor?

    I asked the local office of the IRS. They said they couldn't comment for privacy reasons.

    "I feel they're persecuting the people who are down in the mud making the bricks," Rob says. "I'm sure there are tons who don't have the resources to lawyer up. What a way to go, to have your own government take you down because you're too poor."

    Driver, the tax specialist, says it's well-known that the system targets the weak — people with sloppy returns, for example, who don't tend to be well off.

    "It's the way a wolf goes after the weakest sheep."

    Rachel says an irony of her year in tax hell is that the IRS is right about one thing — you can't get by in Seattle on what she makes. That's why she's living with her parents. To try to make a life in our shimmering city without relying on welfare, food stamps or other public assistance.

    "We're an Italian family," she said. "We're surviving as a tribe. It seems like we got punished for that."

    Income tax is a fiat tax. It is based on a virtual concept. Sales, transaction, VAT, and fees are the only kind of taxes that makes sense. Only at the point of transaction is something's value ever really measured.

      My friend's wife is a hair stylist, she makes more in tips than wages. I'm sure waitpersons have the same problem; if you don't report your tips, expect an audit. :eek:

        That is why I never got an American citizensip, it is much cheaper living and working in America as an illegal immigrant.

        No need to pay taxes and I still get most of the government services.

        I also do not own part of the US deficit but get the benefits of the printing press, perfect!

        America is the biggest tax shelter in the world, unless you are an American.

        I always tell people to get a lawyer and to give up thier American citizenship, then move back and buy a foreclosure and start a small business.

        Same things the founding fathers did to avoid paying taxes to the British...eventually there was a revolution

              Mula Man,

              You seem to be a native English speaker. Perfect colloquial English. My first guess is Canada. A distant second would be Ireland, Australia, or Great Britain.

              Another possibility, perhaps you're from Latin America, brought here as a child and educated here, but your parents came illegally, so legalizing your status would be difficult.

              To quote a famous tabloid advertisement : "Enquiring minds want to know." Care to fill us in?

                His ID "MulaMan" probably refers to the old term "mulotto" which per Wikipedia:
                Mulatto denotes a person with one white parent and one black parent or a person who has both black ancestry and white ancestry.
                So MulaMan is probably from a Latin America country.

                  I am not condoning the advice or ethics of MulaMan.

                  But exactly what is he doing differently than the Banksters or Wall Street?

                  Kudos to you, MulaMan, to saying "fuck it"...I ain't playing by the rules no more.

                      (Washington, D.C.) National Tax Officials believe they have detected a new & widespread tax avoidance scheme rampant among America’s middle-class. Perceived by some as ‘Case Zero’ of what may come to be viewed as one of the most incredible tax cases in U.S. history, the investigation of Rachel Porcaro, a single mother of two boys living in Seattle and working as a hairdresser, led agents deep into the seamy ‘shadow world’ of the American working middle-class.






                      Ms. Porcaro reported an annual income of $18,992 employed cutting hair at Supercuts. Merely by utilizing their Blackberrys as computing devices (referred to as ‘Kashkaris’ when used in that fashion), tax officials immediately noted a discrepancy between Ms. Porcaro’s reported income and their research that indicated she would require a minimum income of $36,000 in order to reside in Seattle with her sons. Officials promptly commenced an audit of Ms. Porcaro in order to ferret-out the unreported $17,008:

                      While the year-long Porcaro investigation was underway, an internal memorandum obtained by Outside The (Cardboard) Box indicates officials subsequently determined that a shocking number of filers were living below the Deemed Minimum Income Threshold -DMIT (pronounced de-mitt). Outside The (Cardboard) Box was fortunate to be able to sit down with two unnamed, highly placed individuals - a Field Agent (FA) & a Tax Analyst (TA) - from the main tax office for a frank discussion of this unprecedented level of suspected fraud.


                      OTCB: I get the sense this is big. Is it?


                      TA: We’ve never seen anything like it. It’s enormous AND it’s increasing.


                      OTCB: Increasing?




                      TA: Oh yeah. Our year-over-year analysis showed a huge spike in returns flagged for U-DMIT (*Editor’s note: Under the Deemed Minimum Income Threshold). And spot-checks of quarterly filings show the rate is accelerating.


                      OTCB: To what do you attribute this?




                      TA: The only conclusion that we can reach is that it is a vast conspiracy, most likely promulgated on the Internet.


                      OTCB: Ms. Porcaro was allegedly flagged because she was U-DMIT. Could you talk about how you identify tax cheats?


                      FA: Well, we can’t go into too much detail lest we tip-off the cheats to our methods, but it’s really as simple as common sense. For example, I’m a working middle class person so we can use my expenses as something of a guideline for comparative purposes.


                      OTCB: Please continue.




                      FA: Ok. I’ll just list work-day expenses for starters. I get a 3 shot latte every morning at the Starbucks by my building. That’s about 5 bucks with tip. Taxis to and from work run me about $14. I usually grab lunch at the Au Bon Pain by my office which will run me about $8. Most days I meet the guys for a couple of beers after work - $20 or so. And I usually grab some takeout on the way home for about $12. Figure 200 workdays per year, after holidays, vacation days, personal days, sick days & leave days are backed-out. If my Kashkari is right, that works out to $11,800 annually before any other expenses. So if I’m that Seattle woman, I’ve only got about $7,000 left, based on her reported income, for such necessities as cable, satellite radio, grooming, wardrobe, opera tickets and the like.

                        Imagine that we live in a Country that allow illegal Immigration. Many of these illegal immigrants end up taking work where they are paid in Cash - I wonder if the report it.

                        I've seen pay day of the Landscape crew that cuts the lawns of a Condo development near pay - NO ADP expenses for this Landscaping company - Lots of Green backs. I'm sure they all head down to H&R block to report their Quarterly Earning as required by law....Not.

                        Meanwhile this cultural mind set begins to take hold in our society - but, its very difficult to track down the undocumented immigrants and the IRS needs to focus on easy to find targets - US born Citizens who may have taken on the Immigrants tactics.

                        Inflation contributes to people doing what ever they have to to survive. If these people report their Income - they usual won't have the Money to pay for the continuing rising cost of living.

                          Every interest bearing loan is mathematically impossible to pay back.

                            When you see your hard-earned money being spent on wars and banksters, I suspect everybody tries their best to avoid paying taxes. In the past most people felt a moral obligation to pay taxes. Now, I am not sure. For some, it might even be immoral to pay into such a corrupt system.

                            My buddy in Canada was audited for almost the same reason. His house is paid off and he gets free food from the local farms in exchange for service. He lives a very frugal lifestyle, while trying to start a business. The audit cost him the last of his savings/credit - he was forced to declare bankruptcy.
